Employment agencies and businesses factsheet

Guide to employment agencies and employment businesses.

Principal legislation

Employment Agencies and Businesses are regulated by the Employment Agencies Act 1973 (as amended).

However, the Conduct of Employment Agencies and Employment Businesses Regulations 2003 (‘the Regulations’) is the most important piece of legislation in this area.

The Conduct of Employment Agencies and Employment Businesses (Amendment) Regulations 2007 (“the Amended Regulations”) came into force in April 2008, to provide greater protection for vulnerable agency workers.
